Open Enrollment Period Updates
In here you will find the latest updates for ACA Carriers to help you get ready to grow your business during this year’s OEP.
Updates by Carrier:
- Aetna will be expanding into: Indiana, Ohio, Maryland, Kansas and Utah. If you are an already appointed agent and licensed in the new states, they’ve been automatically added to your state list.
- Aetna will be closing all submissions for transfers (applicable to agents who are currently appointed under a different agency and wish to transfer to the O’Neill Marketing hierarchy) from November 1, 2023 – January 15, 2024
- Molina is now utilizing Evolve, a great portal with easy access to your contracting and book of business.

If you need to finalize your transfer to O’Neill Marketing or add states to your current appointment, this can now be processed. Please note, our contracting team used to be able to add states for our agents, however, with the portal transition, agents are now responsible for making these additions themselves.

Molina will be closing all submissions for transfers (applicable to agents who are currently appointed under a different agency and wish to transfer to the O’Neill Marketing hierarchy) from October 1, 2023 – February 1, 2024
Please put in your requests on the O’Neill Marketing Agent Portal and our Contracting Team will provide instruction on how to proceed.
- UHC contracting is now open for 2024!
- UHC will be expanding into the following states: New Jersey, New Mexico, South Carolina, Wisconsin
- If you want to add any of these new states to your appointments, please add them from your agent portal. They will not be automatically added to your current State list.
- UHC will be closing all submissions for transfers (applicable to agents who are currently appointed under a different agency and wish to transfer to the O’Neill Marketing hierarchy) from October 1, 2023 – January 31, 2024
- Cigna will no longer be selling ACA Plans in Missouri and Kansas.
- Cigna will be newly available in 15 counties in North Carolina spanning the greater Charlotte, Winston-Salem and Wilmington areas in the following 15 counties: Mecklenburg, Rowan, Cabarrus, Anson, Union, Davidson, Forsyth, Davie, Yadkin, Stokes, Brunswick, New Hanover, Pender, Columbus and Rockingham.
- Ambetter is currently in a transfer blackout and no longer accepting submissions to change hierarchy. These requests can be submitted to their team after Open Enrollment. Please reach out to O’Neill Marketing for alternative writing options if interested.
- Oscar will be closing all submissions for transfers (applicable to agents who are currently appointed under a different agency and wish to transfer to the O’Neill Marketing hierarchy) on October 15, 2023
- Christus contracting is now open for 2024! This is required for new and existing agents.
- Christus requires all of their appointed agents to recertify for 2024 OEP to be Ready to Sell (RTS). Please log into Miramar-Agent.com and register for ON2823HIX to secure your appointment.
- Due to an inability to come to an agreement with the State of Michigan on product offerings, Ascension Personalized Care will no longer be offering plans on or off-exchange in Michigan beginning Jan. 1, 2024.
- Ascension will be enforcing a blackout period between November 1, 2023 and March 31, 2024.
- There are counties in North Dakota, South Dakota, Nebraska, and Missouri that will be losing cost plans. Medica will be introducing Medicare Advantage plans in those counties.
